To do so you must be travelling at top speed (your speed meter's dot is blue) then hold forward on the analog stick. The blue dot will turn yellow, when the bar underneath fills up, the dot will turn red, at which point if you tap "A" you will boost. Hitting walls and turning stops this.

how do you start over or erase a profile if all profiles are being used

just highlight the one you want deleted, and press up-c. it tells you how on the profile screen.
