There are 2 seeds:

 

 

After you destroy the Huff Puff machine,and the sun comes up...You go to the dirt spot in the center hub of Flower fields,and place the soil,and then the seed.

If you are talking about the magical seeds,give them to the lady in front of the flower fields entry.

go to vermilion city and go into the house with the green roof.. then talk to the old man in the brown suit.. he will give you a bike voucher or whatever then go back to cerulean city and trade it in for a bike at the bike shop.... good luck
